Daily range is the high and low of the trading day prior to the movement of the market (before news release). I think the start of the day's range is in the Asian sesion.

In my own interpretation, I would assume that the day range is the range achieved in the prior 24 hours before the news released time.

This condition shall independent of trader's time zone of living.
